Bhaskar Pant is a founding member and Partner at Policy Monks, and a public policy, research and evaluation professional with over 15 years of experience across governance, technology, livelihoods, financial inclusion and international development. He advises policymakers, multilateral institutions, development organisations, foundations and multinational companies in India and Africa on policy design, regulatory issues, programme strategy, monitoring and evaluation, and evidence-based decision-making, with a strong focus on technology. He brings substantial experience in public policy, public affairs and stakeholder management with both state governments and the central government.
Most recently, Bhaskar served as Engagement Lead at Evalueserve, managing impact accounting and social impact measurement assignments in Ethiopia. Before that, he was a Senior Consultant at Sambodhi Research and Communications, leading evaluations, assessments and research studies across livelihoods, digital public infrastructure, social protection, agriculture and financial inclusion. At LEAD at Krea University (formerly IFMR LEAD), he led a Gates Foundation-supported initiative exploring how digital innovations can strengthen women's Self-Help Groups and advance their economic empowerment. He has also worked as a Consultant with the World Bank Group on women's economic empowerment through technology, MSMEs and digital financial inclusion.
As a Consultant with the Government of Rajasthan, Bhaskar led the agenda for introducing innovative farm and non-farm interventions aimed at poverty reduction, employment generation and social security, with a focus on women's Self-Help Groups. He initiated a pilot with Vodafone M-Pesa to improve financial inclusion, which the Ministry of Rural Development, Government of India, recognised as one of the most scalable, innovative and service-oriented financial inclusion pilots.
Earlier, as OSD to the former Union Minister for Road Transport, Highways and Railways, he negotiated the Chambal–Bhilwara drinking water project, estimated at Rs. 2,223.67 crore, and was engaged in legislative research and regular engagement with the media, public officials and government agencies.
Bhaskar is a Chevening Scholar and holds an MSc in Public Policy and Administration from the London School of Economics and Political Science (LSE) and an MA in Data, Culture and Society from the University of Westminster. He is also an alumnus of the Institute of Constitutional and Parliamentary Studies and the Indian Institute of Mass Communication, New Delhi. His areas of interest include digital inclusion, artificial intelligence, platform economies, the future of work, and the use of evidence to strengthen public policy and development outcomes. He writes regularly on public policy and governance for leading Indian publications.
